Prosecutor Fitzgerald Gives Rove A Pass

The special prosecutor Patrick J. Fitzgerald has weaseled on charges against Karl Rove in the C.I.A. leak case after months of behind-the-scenes wrangling between the prosecutor and Mr. Rove's lawyer.
